Business Context. ISO 9001's emphasis on risk-based thinking requires organizations to evaluate risks and opportunities before acting, but thorough risk evaluation for every decision can slow down operational teams who need to respond quickly.

Process TRIZ Resolution. Rather than requiring full risk evaluation for every decision, organizations should apply lightweight, pre-approved risk criteria to routine decisions, reserving full risk evaluation for decisions that fall outside those pre-approved boundaries.

Applicable TRIZ Principles

Principle 10 (Prior Action) pre-approves risk criteria for routine decisions before they arise.

Principle 3 (Local Quality) applies full risk evaluation only to decisions outside pre-approved boundaries.

Principle 19 (Periodic Action) reviews pre-approved criteria periodically rather than re-evaluating every instance.
